Carrying out monitoring and evaluation of the security of industry chain is an important starting point for stabilizing and optimizing the industry chain and realizing the security early warning of the industry chain, and it is also a key support for the steady and orderly development of the economy in our country.

At present, China's industrial Internet has entered the stage of deep practice from concept advocacy. The industrial Internet has acquired a large number of real-time and accurate production and operation data of industrial enterprises, and is increasingly becoming an important "barometer" to evaluate the operation status of industrial economy. It has important practical significance to effectively play the value of industrial Internet data and construct the monitoring and evaluation system of industrial economy operation.

I. Problems facing industrial chain security in key areas

First, the external environment faces the pressure of "technology blockade" and "local substitution". With the normalization of trade frictions between China and the United States and the pressure from the United States and its Allies, all links of the industrial chain face strong oppression and "decoupling threat" from the United States. In addition, the division of labor mode of industrial globalization will face great challenges, safety will become an important consideration factor of industrial chain layout, and countries' broader global layout and "reflux" will become an important choice in the future period.

Fourth, industrial chain monitoring means need to be innovated and monitoring infrastructure needs to be strengthened. At present, reporting is still the main monitoring means of industrial chain, which needs to be further improved in terms of accuracy, comprehensiveness and real-time performance. It is urgent to establish digital monitoring means based on real-time enterprise operation data. Through the establishment of the industrial chain monitoring service platform, it has realized the data convergence of some key industrial chains, but it still faces the problem of continuous insufficient capital investment and weak policy support.

First, the leading traction, to promote measurement, accelerate industrial data convergence. First of all, encourage and guide leading enterprises of the industrial chain to drive upstream and downstream enterprises of the industrial chain to the cloud platform, so as to improve the overall data resource aggregation ability of the industry; Second, support the national Industrial Internet Big Data center from industry and regional efforts to enrich industrial data resources in multiple dimensions; Finally, new business models of data collection are explored to give full play to market forces and ensure the stable and sustainable data aggregation model.

Second, multi-party coordination and policy guidance to optimize the monitoring of all links of the industrial chain. In collaboration with industry associations, industrial Internet research institutions, industrial Internet platform enterprises and local governments, relying on the national Industrial Internet Big Data sub-center, taking regional key pillar industries as the entry point, the industry chain map sorting work is carried out to strengthen the integration and analysis of industrial data. Focus on regional advantageous industrial clusters, guide industrial chain enterprises to go on cloud platform, carry out monitoring of key industrial chain, improve the digitalization level of regional industrial chain, and promote the digital development of regional industrial clusters.

Third, exchange and docking, supply and demand matching, enhance the industrial chain coordination capacity. Build an exchange and docking platform for enterprises in the industrial chain. Through data collection of all links of the industrial chain, realize the effective matching of various enterprise resources and reduce transaction costs and precipitation costs; Solve the mismatch between supply and demand of the industrial chain, use the industrial Internet and rely on the new generation of information technology to break the time-space information asymmetry, and reduce the transaction price risk and market uncertainty.

Fourth, strengthen the foundation, improve policies, and enhance the ability to monitor the industrial chain. First of all, the construction of the national industrial Internet big data center should be included in the overall plan of national infrastructure construction, and corresponding special projects for infrastructure construction should be set up to give full play to the expansion effect and increase financial support for the construction of the industrial Internet big data center. Secondly, the policy and standard system of data sharing should be improved, and all kinds of data resources of the industrial information system should be aggregated by the national industrial Internet big data center to realize the sharing of big data resources within the system.
